I never believed in this but I do now as I am having a hard time learning Spanish despite it is an easy to learn language and I have many people who speak the same around me.

Mystic I am not sure the so-called parameters are something acceptable as final because my suspicion is that the comparison of different languages is based on mostly European languages For an English or a French it is easy to learn Spanish or German or Italian etc but would it be same easy for him to learn Arabic or Sanskrit or Chinese?
For Urdu speaking it is easier to learn Arabic and Farsi but when it comes to English it is not the same
I know how English was taught in my village in Panjab to those boys who had even difficulty in learning Urdu
So dont be too hard on yourself
